At the same time, the pre-tax deduction policy for LED enterprise research and development expenses shall be implemented, and deducted according to 50% of research and development expenses on the basis of actual deduction according to regulations; if intangible assets are formed, they shall be amortized according to 150% of intangible assets.
The "Regulations" also encourage LED companies to form R&D institutions through industry-university-research cooperation. The approved engineering technology research and development centers, enterprise technology centers, and key laboratories shall be given 5 million yuan, 3 million yuan, and 1 million yuan respectively according to the national, provincial, and municipal levels.
The "Regulations" indicate that it will increase investment and support the establishment of a number of public technical service platforms such as high-level, comprehensive testing platforms, design platforms and marketing platforms related to the LED industry, according to the scale and comprehensive level of platform investment. The platform grants 10 million to 50 million yuan respectively.
According to the "Regulations", Dongguan City should foster and support a number of leading enterprises in the industrial chain, such as substrate materials, chip preparation, packaging applications, backlight display, key equipment manufacturing, and application services. Key support will be given from key technological breakthroughs, major project industrialization, and promotion and application demonstration.
At the same time, a number of major industrialization projects were implemented. Select a number of major LED industrialization projects in Dongguan with core technologies and strong industrial driving effects, with a funding of no less than 100 million yuan per project. Interest subsidies for loans arising from the industrialization of major projects. The loan interest subsidy shall be subsidized according to 70% of the actual interest paid by the enterprise in the previous year.
