EU Announces Air Conditioning New Energy Labeling Regulations

On July 6, 2011, the European Union officially announced in the Official Gazette the Implementation Regulations (EU) No 626/2011 (OJ L 178, 6.7.2011, p. 1-72). This regulation is the fifth implementing regulation after the EU's announcement of the new energy labeling framework directive 2010/30/EU in June 2010, followed by refrigerators, televisions, household washing machines, and household dishwashers.

The Regulations stipulate the levels of energy efficiency of air conditioners, energy labeling and implementation processes, responsibilities of suppliers and distributors, measurement and calculation, and verification procedures in market supervision. The regulation will replace the original air-conditioning energy labeling directive 2002/31/EC on January 1, 2013, and the air-conditioning that was put into the EU market after January 1, 2013 shall comply with the requirements of the new regulations.

The Regulations stipulate different levels of energy efficiency for single- and double-pipe air conditioners, non-single-tube and double-pipe air conditioners. Compared with the draft regulations notified by TBT, the officially announced regulations will advance the implementation date from July 1, 2013 to January 1, 2013, and the A+++-level SEER indicators in the non-single and double-pipe air-conditioning energy efficiency grades are also 7.00 increased to 8.50.

Air conditioning can be divided into reversible, only cooling, only heating air conditioning three. The air-conditioning energy label includes the supplier name and trademark, product model, SEER/EER, SCOP/COP and its icon, energy efficiency class, design load (kW), SEER value, SCOP value, rated cooling/heat (kW), annual consumption Electricity (kWh/y) or hour power consumption (kWh/60min), indoor and outdoor sound power levels (dB(A)), European map of the heating season (for non-single and dual-pipe air conditioning) and other information.

Non-single-tube and double-pipe air conditioning energy efficiency marks are implemented in four phases: January 1, 2013, January 1, 2015, January 1, 2017, and January 1, 2019; single and dual air-conditioning It will be implemented from January 1, 2013.
