China State Council: 2.2 billion yuan to support the promotion of energy-saving lamps and LED lights

On May 16, Premier Wen Jiabao of the State Council hosted the State Council Executive Meeting to discuss the adoption of the “Twelfth Five-Year Plan” of the National Basic Public Service System to study and determine the promotion of five categories of home appliances, LED lamps, 1.6 liters and below complying with energy conservation standards. Automotive and high-efficiency motor policies and measures, and decided to arrange 2.2 billion yuan to support the promotion of energy-saving lamps and LED lights.

The executive meeting of the State Council of China decided to arrange financial subsidies of RMB 26.5 billion to start promoting air conditioners, flat-panel TVs, refrigerators, washing machines and water heaters that meet energy-saving standards. The promotion period is tentatively set for one year; RMB 2.2 billion will be allocated to support the promotion of energy-saving lamps and LEDs. Lights; Arrange RMB 6 billion to support the promotion of 1.6-liter or lower displacement energy-saving vehicles; Arrange RMB 1.6 billion to support the promotion of high-efficiency motors.

The meeting pointed out that the expansion of energy-saving product consumption can not only stabilize growth, expand domestic demand, but also promote the adjustment of structure, energy-saving emission reduction, all regions, all relevant departments should attach great importance to the effective implementation of various policies and measures. First, we must promote the demonstration project of industrialization of major energy-saving technologies. Accelerate the upgrading of high-efficiency energy-saving production equipment. Implement energy efficiency "leadership" system and establish higher subsidies for ultra-high-efficiency products that meet the "leader" energy efficiency targets. Second, we must strictly evaluate the system. New projects using fans, pumps, air compressors, motors, air conditioners, lighting appliances, etc. to achieve the national level 1 energy efficiency standards, the product energy efficiency indicators included in equipment tender documents and procurement contracts. Third, we must improve access to energy efficiency. Accelerate the revision of energy efficiency standards for key energy-using products, and strengthen the impetus and leading role of standards. Fourth, we must strengthen supervision and inspection. For promotion companies and sales companies that have fraudulently subsidized activities, they will be disqualified from promotion, and will deduct corresponding subsidy funds and investigate the responsibility of the person in charge of the company. Crack down on energy efficiency in accordance with law. Fifth, we must carry out the “Energy Conservation and Emission Reduction Campaign” and advocate the concepts of conservation, green, and low-carbon consumption.
