Buying energy-saving lamps to go home, not only saves electricity costs, but also saves energy for the society. At present, Heilongjiang Province has undertaken the promotion of the first batch of 2 million high-efficiency lighting products, including 900,000 self-ballasted fluorescent lamps and 1.1 million fluorescent tubes.
Promoting efficient lighting products is an important measure to achieve the energy conservation and emission reduction targets of the 11th Five-Year Plan. It is understood that high-efficiency lighting products are 80% more energy efficient than ordinary incandescent lamps and have a service life of 8 times longer. After the implementation of 2 million high-efficiency lighting products in our province, the annual energy saving will be 8,857,700 kWh, equivalent to 3.16 million tons of standard coal, 80,000 tons of carbon dioxide emissions, 847 tons of sulfur dioxide, 493 tons of nitrogen oxides and 302 tons of soot.
According to relevant persons from the Provincial Development and Reform Commission, the Ministry of Finance and the National Development and Reform Commission have established a new mechanism for promoting energy-saving products through financial subsidies, and supporting high-efficiency lighting products to replace incandescent lamps and other inefficient lighting products through financial subsidies. The subsidy funds are indirectly subsidized, and the financial subsidies are given to the winning bidders, and then the winning bidders are sold to the end users at the price after the bidding agreement minus the financial subsidy. The subsidies for this subsidy are for large users and urban and rural residents, that is, government agencies, schools, hospitals, industrial and mining enterprises, hotel buildings and other places where lighting products are concentrated. Urban and rural residents are subsidized according to 50% of the supply price of the winning bid agreement.
In order to vigorously promote high-efficiency lighting products, the relevant departments of our province will jointly act to hold a publicity campaign focusing on lighting and energy conservation throughout the province, and promote and promote the implementation. The successful bidders of high-efficiency lighting products will connect with government agencies, industrial and mining enterprises, hospitals, schools, and farmers' communities, sign agreements and organize supply and installation, and complete the replacement installation of high-efficiency lighting products on time.
